CSR Partnership Proposal Checklist: Eligibility, Budget and Impact Evidence
Prepare a credible CSR partnership proposal in India with a defined need, eligible scope, implementing-party checks, itemised budget, safeguards and measurable evidence.
A CSR proposal becomes useful when a company can understand the verified need, responsible organisations, eligible project scope, budget, safeguards and evidence without guessing. A broad appeal for support is not enough; the proposal should make diligence and a limited pilot easier.
Start with the problem, place and people
Describe the beneficiary group, location and verified need in plain language. Explain how the need was identified, what evidence currently exists and what remains an assumption. Avoid inflated beneficiary counts or emotional claims that cannot be supported.
State the practical change the project will attempt within a defined period. Keep activities, immediate outputs and longer-term outcomes separate so that training attendance, materials distributed or volunteer hours are not automatically reported as lasting social change.
Confirm the legal and CSR-fit route
Identify the proposed receiving or implementing entity, its legal identity, authorised contact, bank and accounting route, relevant registrations and prior delivery capability. The corporate team must independently decide whether the activity, entity and expenditure fit its current CSR policy and applicable framework.
India's CSR framework sits under Section 135 of the Companies Act, Schedule VII and the Companies (CSR Policy) Rules. The National CSR Exchange provides an official route for corporates and implementing agencies to discover and manage proposed CSR projects; a listing or introduction does not itself approve funding.
Build an itemised pilot budget
Connect each cost line to an activity, quantity, unit basis, responsible party and delivery date. Separate direct programme cost, permitted programme management, monitoring, taxes where applicable and any partner contribution. Do not mix company revenue, voluntary public contributions and NGO or CSR expenditure in one unexplained ledger.
Offer a limited pilot that can be evaluated before expansion. State what happens if mobilisation is lower than expected, a permission is delayed or the delivery partner changes. A realistic contingency and change-control process is more credible than an overconfident promise.
Design evidence and safeguards before delivery
Define the minimum evidence for each output: authorised attendance, consent-aware photographs, trainer records, learning checks, distribution acknowledgements, invoices, bank evidence and partner sign-off as relevant. Collect only necessary personal data, define who can access it and avoid publishing identifiable beneficiary information without a lawful and informed basis.
Assign responsibility for safeguarding, complaints, incident escalation, financial reconciliation and public communication. No partner should publish funding, beneficiary or outcome claims until the agreed evidence has been reviewed by the responsible parties.
Handle foreign-contribution interest separately
Do not assume that an overseas donor, NRI, foreign company or international platform can use the same payment route as a domestic CSR project. The receiving organisation should verify the source, purpose and current Foreign Contribution Regulation Act registration or prior-permission position through the official Ministry of Home Affairs FCRA portal before solicitation or receipt.
If eligibility or the receiving route is uncertain, keep the proposal at discussion stage and obtain qualified legal and accounting guidance. A website form, email acceptance or payment link does not create foreign-contribution permission.
Verify the current framework
Check the current official text before acting; an article update does not confirm that a linked policy is unchanged. Before you proceed
Does sending a CSR proposal guarantee funding?
No. The company must independently assess eligibility, policy fit, diligence, budget, governance and approval before making a written commitment.
Can a public contribution be shown as CSR funding?
Not automatically. The source, receiving entity, purpose, applicable law, receipt and ledger must accurately reflect the real transaction.
Can Mission Virasat accept foreign contributions?
No foreign contribution should be solicited or accepted unless the receiving entity, purpose and payment route are currently verified under the applicable FCRA registration or prior-permission requirements.
